In order to collect information on existing systems and ongoing reform projects, the working group 7.1 prepared a questionnaire. The results and trends coming from the answers of the questionnaire will serve as basic guidelines for the working group. The questionnaire itself was divided in the following seven sections:

The questionnaire was sent out in February 1995 to all delegates of Commission 7 all around the world, and by the time of the seminar, answers from about 20 different countries had been sent back. In a first rough summary, some common trends can be detected:
