The purpose of this JB GIS booklet is to provide government leaders and decision makers responsible for planning and responding to disasters and emergencies with examples and ‘Best Practices’ to support their decision making. This booklet will help leaders make better decisions before, during and after disasters. These decision makers include; local and national government leaders, disaster and risk managers, public safety managers and international NGOs coordinating crisis response teams, just to name a few.

Each year, disasters such as storms, floods, volcanoes and earthquakes, cause thousands of deaths and tremendous damage to property around the world. Many of these deaths and losses could be prevented if better information were available prior to the onset of such emergencies for disaster response, risk management and mitigation. Too often people ask for geospatial information after a disaster has begun, rather than proactively plan with it in advance.

This booklet provides decision makers with clear and easily understood examples of how geospatial information has been used to mitigate the effects of disasters. These examples not only demonstrate the breadth of current uses and applications of geospatial information, but more importantly, provide directions for future applications of geospatial data for disaster management and risk mitigation.
