FIG-Commission 7, Working Group 7.1

Report of the Panel Discussion "Cadastre 2014"
at the Austrian Geodetic Congress

Commission 7 Working Group 7.1 "Reforming the Cadastre" has been invited to take part in a forum discussion within the Austrian Geodetic Congress held from 24-26 May 2000 in Bregenz/Austria. This main congress of the Austrian Society for Surveying and Geoinformation is organized every three years and is the very important professional meeting for surveyors in Austria. About 1200 participants from Austria attended this event and due to the venue which is situated close to Germany and Switzerland a great number of guests from these countries had been attracted to come to Bregenz as well as visitors from several other European countries.

120 auditors mainly from Austria attended the session and got an impression of the activities in the Working Groups of FIG and got information about the importance of professional co-operation on international level.

The discussion on Cadastre 2014 focussed on future developments of cadastral systems as they have been investigated by Working Group 7.1 since 1994. G. Schennach (AUT), member of WG 7.1 chaired the session and kept the link between the speakers and the audience. J. Kaufman (CH), Chairperson of the WG 7.1 and D. Steudler (CH), Secretary of the WG 7.1 gave a very interesting paper on the background of Cadastre 2014 and its six statements. P. van der Molen (NL), Vice-Chair of the FIG Commission 7 and Chairperson of WG 7.2 on Land Ownership in the 21st Century, focussed on the implementation of the statements of Cadastre 2014 in the Netherlands and gave some critical comments on the visions of Cadastre 2014 and some ideas for a future review.

A. Osskó (HUN), member of the WG 7.1 and Chairperson of the Commission 7 Task Force on Land Markets, talked about the support that had been obtained from the visions in a country in transition and that helped to implement major changes in the cadastral system. The statements are already reality to a high degree in Germany although the federal system is sometimes an obstacle for technical proceedings. W. Hawerk (GER), Chairperson of the Commission 7 Task Force on ISO Standards, reported about cadastral issues of his home country. The high number of auditors and the discussions on this topic even on the following days shows that such events help to bring national and international organisations and their issues together and that exchange of ideas brings profit to both.
