Seminar on State and Public Land Management will be organised in
Verona, Italy, September 9-10, 2008, just before the FIG Commission 7
Annual Meeting. The seminar is organised by FIG Commission 7 (Cadastre &
Land Management) and the Consiglio Nazionale Geometri (CNG), in
co-operation with FIG Commission 9 (Valuation & Management of Real
Estate) and the Food and Agriculture Organization of the United Nations’
(FAO) Land Tenure and Management Unit.
The major goal of the seminar is to share experience and discuss
policy options and practices in relation to state and public sector land
management, including between land managers, policy advisers and
decision makers and their professional advisers, and the civil society
organisations working in these areas. The seminar will help raise global
awareness of problems associated with state/public land and its
management, improve knowledge of good practices in this area, and
encourage these to be increasingly addressed in new development
initiatives.
Objectives of the seminar
The vesting of ownership of substantial of a nation’s land in
state/public sector ownership and management is a widespread feature of
national land tenure structures. The management of these areas of land
is commonly problematic, with for example, considered, rational,
equitable and transparently implemented policy lacking, frequent
corruption in the administration of such assets and lack of adequate
capacities to manage such lands effectively. These problems are globally
widespread and are present in both developing economies and more
developed economies. FAO is preparing to publish a Land Tenure Study in
this area, and as a part of this process is disseminating its findings
and supporting widespread sharing of experience and discussion on the
subject, as in the present seminar. To find out the present situation
and potential for new good practices the seminar will concentrate to
following objectives.
- To study and analyse the current state-of-the-art related to
state and public sector land management around the world addressing
land policy issues, real estate management practices and civil
society perspectives.
- To share country case experience in state and public sector land
management
- To find possible and effective solutions to solve the problems
especially for developing countries. What are the best practices and
what principles should be taken into consideration or should be
avoided.
- To make suggestions for future research directions.

- Environmental issues in State and Public Sector land management
- Civil society perspectives in State and Public Sector land

- Avoiding corruption in State and Public Sector land management
- State land in different country situation (post-conflict, post
transition, disaster management, resettlements, state land
distribution)
- Public land policy, new trends
- Public land policy and land use strategies
- The social function, the economic function, the conservation
function, the cultural function of public land
- State land and fiscal management, fiscal efficiency and
transparency

What is Commission 7?
Commission 7 deals with land administration ('the process of
determining, recording, and disseminating information about the
ownership, value and use of land when implementing land management
policies', ref. UNECE Land Administration Guidelines 1996). 'Ownership'
should be seen as a broad concept of land tenure within various
jurisdictions (statutory, customary, informal etc.). 'Land' includes
constructions at subsurface level, ground level and above land level
(e.g. buildings). Furthermore Commission 7 deals with land management,
that is the implementation of land policy, by a wide range of land
policy instruments (e.g. land reform, land consolidation, land markets,
land taxation, marine resource management etc.).
